Category 2 – Broadband Internal Connections Components and Managed Internal Broadband Service

Instructions for Service Providers:

Award of proposals issued in response to this request is contingent upon the Universal Service Administrative Company (USAC) approving E-rate funding for Adams County Public Library’s (ACPL) Category 2 funding request. Successful bidders agree to bill and receive the discounted portion of the cost of the equipment or services directly from USAC (SPI discounted invoice method). Successful bidders agree to negotiate an agreeable project start date and invoice date with ACPL, with USAC’s timeline for the E-rate process in mind. Vendors and service providers should include their Service Provider Identification Number (SPIN) in bids and proposals. Bids and proposals for individual items from this RFP, or for multiple or all items, will receive consideration. Bids and proposals should be submitted by email to dooleyje@oplin.org by end-of-day on March 10, 2015.

Summary:

The Adams County Public Library seeks bids to purchase the following internal broadband equipment:

  • Managed wireless LAN system, including either cloud management or WLAN controller, and at least twelve (12) or more wireless access points
  • One(1) wall mount securable 19” equipment rack, 6U or greater
  • At least four (4) 24-port Layer 3 or higher managed PoE (802.3af) switches
  • At least five (5) 24-port 19” Cat5e patch panels, with RJ-45 female connectors
  • At least four (4) uninterruptible power supplies, rack mount or floor units

The Adams County Public Library seeks one-time bids or multi-year contract(s) for the following services:

  • Install and terminate additional structured network cabling in four (4) library buildings
  • Install a managed wireless LAN system purchased and owned by ACPL, OR
  • Install, maintain, and manage a wireless LAN system leased under contract to ACPL

Technical Description:

Wireless LAN system should include, but is not limited to:

  • Managed wireless LAN system, including either cloud management component OR wireless LAN controller, to serve four (4) library sites connected by PtP fiber (a single LAN), in a medium load environment (40-150 simultaneous clients)
  • At least twelve (12) wireless access points
  • PoE (802.3af) compatible
  • Wall and ceiling mount hardware included, suitable for mounting on ceiling tile/rail system
  • Features should include: guest isolation, VLAN support, QoS for VOIP, HTTPS management, ability to group APs for management, usage statistics, availability policies, ability to disable captive portal and disable shared secret security for guest network, multiple SSIDs
  • Low, limited, or no on-going license costs
  • Layer 7 traffic shaping is desired, but not required
  • Multiple radios are desired, but not required
  • Bids to purchase outright, or to lease equipment and managed service, will both be considered
  • Examples: Cisco Meraki MR18s APs with cloud management, OR Juniper WLC100 controller with WLA322 APs, or other equivalent or better system, equipment, and licenses

Switches should include, but are not limited to:

  • At least four (4) 24-port Layer 3 managed PoE (or PoE+) rack mount switches, or greater
  • 10/100/1000
  • RJ-45 connectors
  • Features should include HTTPS management, QoS, VLAN support, STP and MSTP support, NTP synchronization, ACL support, ARP support, auto-negotiation, auto-uplink, port mirroring, flow control, DHCP support
  • Examples: HP ProCurve Networking 1910-24G-PoE switches, or equivalent or better equipment

Rack enclosure should include, but is not limited to:

  • At least one (1) wall-mount securable enclosed rack equipment cabinet
  • 19” mounting width equipment rack; depth not to exceed 18” total
  • Locking front door, enclosed rack, removable/accessible side panels, ventilation
  • Support rack mount equipment up to 16.5” in depth
  • 6U or 9U or greater will be considered; exact dimensions and upper weight limits should be described
  • Mounting hardware included; fully assembled preferred
  • Examples: TrippLite Wall 9U Mount Rack Enclosure with Door and Side Panels, or equivalent or better unit 

Patch panels should include, but are not limited to:

  • At least five (5) 24-port Cat5e (or higher) patch panels
  • 19” rack mount
  • RJ-45 female connectors
  • Meet or exceed ANSI/EIA/TIA specifications for 1000Mbps transmission
  • Examples: TrippLite 24-port Cat5e rack mount patch panels, or equivalent or better equipment

Uninterruptible power supplies should include, but are not limited to:

  • At least four (4) uninterruptible power supplies
  • Surge protection, SNMP and TCP/IP network capability desired; USB acceptable
  • Should provide uninterrupted power to network and server equipment in the event of a power outage for at least 7 minutes (or longer)
  • Rack mountable or floor form factors will both be considered
  • Examples: ACP Smart-UPS 1500 LCD, or equivalent or better equipment

Install and terminate structured network cabling should include, but is not limited to:

  • Run and terminate additional structured network cabling (Cat5e or higher) at four (4) library locations, to add at least thirty-nine (39) or more network drops
  • All cables should be terminated and labeled in RJ-45 network jacks at specified locations
  • Wiring should be terminated and labeled in patch panels located in the main equipment rack in each location
  • Proposal should include Cat5e (or higher) cabling, terminations, some wire management channels, some RJ-45 terminations, and other necessary components, and labor to install
  • See attached floor plans with drops and equipment rack locations indicated
